As the National Welfare Rights Organization was well aware when it demanded a guaranteed minimum income during the Poor People�s Campaign of the late 1960s, the income maintenance component of such a remedy is unlikely to happen without effective challenges to the widespread racist attitudes toward the poor and to anti-poverty programs generated by the state, the media and other highly racialized institutions of this society.

In view of shifting societal standards, as well as advancing knowledge about children, human behavior, and human ills, standards must be subject to continuous reflection and review. Every member of society who finds him or herself in need of care will have access to support. This assumes that an increase in government welfare activity severely damages both the scope and the integrity of the voluntary sector (if funds are transferred from government to voluntary bodies, for example), though research strategies involving international comparisons and historical studies have suggested a more complex relationship (Salamon 1998).

Two categories of street children are generally identified: those �on the street��, who are forced by poverty to go to urban areas to earn money, but who have regular contact with their families; and those �of the street��, who have permanently deserted their families and communities because of adverse circum-stances such as physical, sexual and emotional abuse, or abandonment. The United Kingdom has a long history of welfare, notably including the English Poor laws which date back to 1536.
